A bill passed by the state senate Tuesday lessens the penalty for motorcyclists who ride in the same lane.

It drops the penalty from reckless driving to a civil penalty.  The debate was intense before a 20-19 vote in favor of the change.

"If there has ever been a case of reckless driving, it's two motorcycle operators going down the road side by side talking to each other.  It is reckless driving for a purpose," said Sen. Ken Stolle.

"It was explained in committee that if you come up beside someone, and stop at a stop light, and have a quick communication, the way we've written this code, you are in violation of reckless driving, and that's not what we should do," said Sen. Steve Newman.

Newman says 48 other states support the lesser charge that the senate passed Tuesday.

The fine would now be about $25.
