Thirty-year-old Rasheen Alonzo Penn was shot in the head while he sat in his car at a mobile home park on Goard Drive in Bassett.
Authorities say Penn and another man had gone to the park to visit some residents.
A man approached Penn's car, the two had an argument and the man opened fire with a handgun.
The suspect drove off in a white Chevrolet Caprice. A Mitsubishi Eclipse also fled the area at the same time. Deputies are trying to identify and find the drivers.
