The Virginia Alcoholic Beverage Control says its agents used poor judgment when they arrested a University of Virginia student.
The ABC's commissioner says the agency is embarrassed that agents mistook a student's sparkling water for beer back in April.
The underage student panicked, because the agents weren't in uniform, and one pulled a gun.
She was charged with two felonies for grazing the agents with her car as she drove away.
Prosecutors later dropped those charges.
