A federal law passed to track sex offenders is not being followed here in Virginia and other states.
The expense is one reason states say they can't keep up.
The Adam Walsh Child Protection and Safety Act was passed in 2006. The goal of the law was to link sex offender information from one state to others, to create an easy to access database.
Now, states are saying it's time consuming, expensive and negatively impacts juvenile offenders who were removed from the list.
If states do not comply, they forfeit 10% of the funding from the Justice Department.
