UPDATE: Senate defeats Governor's transportation plan, recommits bill to Finance Committee

The State Senate has defeated Governor McDonnell's transportation proposal, voting Tuesday night to recommit the legislation to the Senate Finance Committee.  The vote means the Senate bill will not win approval this year.
