The Virginia House of Delegates has approved legislation declaring that life begins at conception. The vote passed on a vote of 66 - 32 Tuesday afternoon.
During debate on the House floor, opponents argued the bill would outlaw some forms of contraception, and strip away the rights of men and women.
Supporters said the bill is intended to create a cause of action in cases involving the death of unborn children. Delegate Terry Kilgore (R) Gate City told lawmakers, "All these horror stories are not going to happen."
The legislation now heads to the State Senate.
