Graduating high school students in Virgnia are scoring better than average on the ACT.
2011's average combined score in our state was 22.4, with 36 being the highest possible score.
That's up slightly from 22.3 in 2010.
The national average is 21.1.
Only a quarter of Virginia's graduating students took the ACT last year.
How can this report infer that students are scoring higher, when only 1 in 4 students are actually taking the test? If the other 3 students took the test, how would they score?
If ALL students took the test, then you might have an accurate score & an accurate claim of achievement.
