Next to them stands Assistant Public Defender W. Dale Miller. Circuit Judge Edward Merrigan, Jr. is an 18-year vet and army Lt. Col. The court, for vets who are in trouble because of mental health or substance abuse issues, is designed to promote stability for those vets by providing services such as intense probation supervision, counseling and drug testing.
