Grayson County registrar charged with felony embezzlement
Grayson County's registrar has been arrested on embezzlement charges. 45-year-old Debra Phipps has been charged with felony embezzlement greater than $200 and a misdemeanor charge of making a false statement. Phipps was booked yesterday and released.
