More than 40 states have agreed to a nationwide settlement with the nation&rsquo;s five biggest banks.&nbsp; That agreement would force Bank of America, Wells Fargo, J-P Morgan Chase, Citigroup, and Ally Financial to reduce loans for one-million homeowners who are behind on their payments and under water on their mortgages.
