UPDATE: Man arrested, charged with kidnapping after 17-year-old girl went missing

According to the Sullivan County Sheriff's Office, Richard Tester was taken into custody Thursday morning after an AMBER alert was issued for a 17-year-old girl.

Officials say 17-year-old Grace Galliher was found safe.

According to officials, Tester was charged with kidnapping with other possible charges to come. He will possibly be charged with federal charges for going across state lines.

Sullivan County deputies say the two were found at a hotel.


An AMBER ALERT has been issued for a missing 17-year-old girl last seen in Virginia.

Virginia State Police say Grace Olivia Galliher was abducted Tuesday, July 24, at 4 p.m. in Bristol, Tennessee.

According to state police, Grace was last seen at a motel in Marion with her abductor, Richard Tester.

He is now wanted for Aggravated Kidnapping.

Police say the two may traveling in a navy blue 2004 Chevrolet Trailblazer with Tennessee license plate B71-01V.

Police say they are likely traveling north on Interstate 81.

Grace is described as white, 5'4", with black hair, and brown eyes.

Richard Tester is described as white, 5'9", 150 pounds, with brown, hair, green eyes, and glasses.
