This Day in History: U.S. Constitution goes into effect in Commonwealth

July 2, 1788:
The newly-adopted United States Constitution went into effect in the Commonwealth of Virginia 238 years ago, on July 2.
The document is based primarily on the “Virginia Plan,” which James Madison drafted.
